Migrating CVS

The pre-migration CVS repository is located on vagal:/usr/local/data/cvsroot. vagal:/usr/local/data is mounted on synapse as /usr/local/data. Therefore cvsroot is already avaialable on synapse. It should be copied to synapse directly at some point so vagal doesn't need to be mounted. I haven't tried cvs checkout, but cvsroot is already at least readable, so this was enough to make it avaiable to viewvc. Update 2/13/19: cvsroot now copied to synapse:/usr/local/repos/cvsroot, viewvc configuration modified for new locatoion of cvsroot. cvs checkout and commit now work.
