Migrating trac from lamina to synapse

Installed latest version of trac following instructions in https://trac.edgewall.org/wiki/TracInstall

Tarred trac directory from lamina:/srv/trac as xtrac.tar.gz, scp'd to synapse:/opt/trac. Extracted as sig-trac.fromlamina_2019March5

Copied to synapse:/opt/trac/sig-trac. Followed instructions in the trac documentation to configure in trac.ini, upgrade from the lamina version of trac to new version in synapse, install sig-trac as a trac environment, deploy to /opt/trac/www.

Setup an apache virtual server sig-trac

Bill changed CNAMEs so trac.biostr.washington.edu now points to this version, as does trac.si.washington.edu.
